betrayed europe. they believe the manifest oh on line on the day of the attack and parts were taken word for word from the writings of the unibomber. they leave he wanted to trigger an anti-muslim revolution in norway. his client has confessed to the twin attacks but denies criminal responsibility. one of the first victims on the island was an off-duty police officer who was hired by the camp to provide private security. chief surgeon at a hospital treating victims of the camp massacre says the killer used special bullets designed to break up inside the body and cause maximum internal damage. he has been charged with terrorism and will be arraigned tomorrow. in the u.s. house and senate leaders are working on a emergency fallback plans to raise the nation's debt ceiling after missing the deadline. lilian kim is in the newsroom with more on that. lawmakers were hoping to

reach a deal today but it came and went. soon after president obama met with harry reid and house minority leader nancy pelosi. senator read's proposal would raise the debt limit by $2.4 trillion through the 2012 election and spending cuts of about $2.5 trillion. john boehner is working on a two step plan with a short term increase by a trillion dollars with a trillion dollars in cuts. a legislation commission would consider a long term plan after 2011. >> there is going to be a two stage process. it's not physically possible to do all this in one step. having said that, chris, i know the president is worried about his next election. my god, shouldn't we be worried about the country. >> the economy through 2013 and not short term gimmick where

sanchez was also arrested but not charged. bryan stow is being treated at san francisco general hospital and the family says he has been showing signs of improvement. >> in san francisco, two passengers were shot on a muni bus early this morning. it happened on the bay shore express near visitacion and sawyer yes, sir in visitacion valley. both victims were taken to the hospital and expected to be okay. they say the gunman was not on the bus at the time of the shooting. tonight they are still searching for him. >> oakley police arrested a man for a shooting that left one person dead and a teenager injured. 21-year-old david vargas of oakley is being held on $1.8 million bail. he is accused of last night's shooting that killed a 22-year-old man omar martinez and injured a 16-year-old boy that is expected to recover. the motive is still unknown but it was not a random shooting. >> a 11-year-old girl is still in critical condition after being hit by a stray bullet in

san francisco's western addition. the bullet went through a wall of a home striking her in the chest. police believe the shooting stemmed from an argument between two groups of men. two men are under arrest. in santa rosa, the city council will consider approving fines for residents who put their garbage cans out too early or leave them out too long. it would place a this hour limit on recycling containers. residents could be cited if they put the trash out more than 12 hours before the scheduled pickup or leave it out more than 12 hours afterwards. fines would be hundred dollars or more. nerves are shaken once more in japan after another major quake hits the region. also a big day for weddings in new york as hundreds of same-sex couples tie the knot. saying goodbye to an old friend. a look back at the life of aviation consultant ron wilson

husband of gay and lesbian couples walked down the aisle in new york. they exchanged vows after midnight this morning 30 days after they signed the same-sex marriage legislation into law. 823 same-sex couples signed up at the clerk's office to get married today. >> it's more meaningful. now we can truly take care of each other. new york is the sixth and largest stated to legalized same-sex marriage. not everyone was celebrated. thousands protested in several cities in new york calling for the state to put through the a vote. >> another strong earthquake has hit northeastern japan in the same region devastated by march's massive quake and tsunami. it was centered at a depth of 22 miles in pacific ocean.

yesterday a magnitude 6.4 quake struck in the same area. about 20,000 people died along the coast line after the march 11th earthquake and tsunami. >> in china a toddler has been rescued nearly 24 hours after a deadly crash involving two high speed trains. they found the unconscious child while clearing out one of train cars. 35 people have died in the accident. 200 others were injured. >> crews are starting to get an upper hand on that wildfire burning in southern california. fire burning in the reservation has now burned through nearly 11,000 acres. more than 1,000 firefighters are on the scene there. now it's 35% contained. still no word on what caused the fire which begin thursday morning. >> a new plan to prevent fires and preserve the yosemite

across the bay area. a lot of blue sky. you work your way north toward southern marin county and golden gate bridge. you can see the low clouds and fog starting to venture back in the bay. they did see sunshine and i'll show you why. antioch is at 80 with plenty of sunshine. concord and livermore, 77. fremont 75. 70 right now in santa rosa. san francisco, numbers have dropped off a bit as low clouds and fog come in. 64 in half moon bay. san jose, 74 degrees. low clouds and fog already starting to make its way toward the bay. we'll throw drizzle near the coast. is we'll continue with that for a few more as we start to warm up in the latter part of the workweek. i want to show you the close-up satellite. we have an eddy an area of low pressure that developed off the coast here.

you notice the counterclockwise spin right in this area. it helped to pull a lot of the low clouds and fog away from the golden gate bridge pointed southward. this is starting to push back towards the coast. that will fill back in and go towards the delta area. low cloudiness and fog tonight. develop for your monday morning commute. antioch, 59. we'll look for mist and drizzle around oakland, 55. drizzle for san francisco, 54. napa,' degrees. here is a look of low pressure. trough is passing north of the bay area. here we are and here is this area of low pressure. as it continues to push on towards the east, it will bring us a little bit more in the way of a cooler air mass. look for temperatures to remain somewhat below normal. temperatures for this time of the year. right through tuesday. by wednesday, thursday and friday, high pressure will build

back in and that will result in temperatures, especially in the east bay, climbing back to the 90s. we start off tomorrow morning, 5:00 a.m. with the low clouds and fog spinning out to the east. then it slowly begins to burn back to the coast around lunchtime. we'll keep pockets of fog right near the coast. i want to point out in the north bay, you are going to get in more of a northerly wind component. more clearing there. 60s there, 70s around the bay and touching mid to low 80s, extreme east bay communities. 75 in cupertino. san jose 76. we'll keep the mid to low 60s at the coast. palo alto under a 75 degree. san francisco 64 in the north bay. get the northerly winds so sunshine for you there. 75 petaluma. 78 for santa rosa and vallejo. oakland 70. hayward 70. interior east bay, 74 for
